Not necessarily. They only say “the remastered cast”. They don’t say ‘entire remastered cast’, ‘remastered original cast’, ‘remastered cast of KI1&2’ or anything else so specific.
While ‘remastered cast’ certainly does imply Eyedol, there’s enough room for interpretation on a legal level that saying one could cry false advertising is really just being a bumpkin.

if the last is not eyedol there’s still a possibility: even if is true that the description says 26 chars, nothing would exclude that the definitive edition will have an hidden/secret/bonus char, or more. i don’t think that descriptions of fighting game that reported the number of chars in the roster have ever specified that number with hidden/secret/bonus chars included, and many fighting games have hidden chars.
and if neither this, there are still the dlc/season 4 options.
The remastered cast could be any proportion. It doesn’t have to mean literally every character. And besides Eyedol wasn’t a playable character in the original arcade game.
Pretty sure he was.
In the arcade you select Riptor, then hold Left and press Quick Punch + Quick Kick. When the versus screen appears, quickly hold Right and press Medium Punch + Fierce Punch + Fierce Kick. He’s even got an ending, I’d call that “Playable”. He might not have had a roster slot but he was still there.
