There aren’t any technical limitations. You’re talking to a programmer, kid. Since you’re adding something programmatically you can easily disable it. And, if you wanted to you could disable any gore that’s already in the game but it would take slightly more work. The bottom line is IG devs are lazy, that’s the truth.
Their priority is making money not making the game better. That may or may not be their fault, they aren’t in charge.
And this is where I believe you show just how little you understand about programming. It’s not some magic wand that can add, change, and delete things on a whim. Programming is a chain of logic, commands, code, true and false flags, variable storage and assignment, logic controllers, delegation between CPU, GPU, and memory, working within technical hardware limits, as well as software limitations. Game platforms are usually built in most modern games with some capacity for expansion, such as content packages. You’re talking changing a fundamental graphics system to accommodate what is no minor feat, especially for a smaller developer like IG. The new lighting system was probably no easy task. I’ve worked in Matlab language before, I know from experience, programming isn’t some snap of your fingers to get what you want.
But this wouldn’t change the M-rating back to a T-rating, so if that’s your only reason for any kind of toggle, which I believe it is, it would be a pointless feature, and we are back to the conclusion, you get all the drawbacks of the M rating without any of the added benefit.

No, name calling is when you call someone something that isn’t true. If you’re black and I call you black, I’m not name calling, I’m describing you. I’m describing the devs in regards to the issue being discussed.
