Why? He’s part of KI, like it or not. Double Helix didn’t want to bring Gargos back (I believe the exact phrase was, “A fat gargoyle eating hamburgers”), and now he’s a critical plot element. IG has said there’s some internal resistance and creative confusion holding him back, not like the flat-out statement “No Ultimates.” If we have to put up with Shadow clone characters because of community demand, then I’ll be damned if I sit quietly on the sidelines and let this otherwise magnificent game fall one character short.

On topic:
I will agree with alot of folks that tusks face looks weird, but to me really what I think is wrong is he looks a little wall-eyed in some shots like his win pose.
Other than that I think the structure of his face is alright. He just has those “retro-wulf” eyes.
Also: dissapointed I didn’t see Fulgore’s “new” tools used as much on the streams so far. Be nice to see someone who will use them come guest appearance on stream.
I did see the charge during instinct; while that’s an old tool it’s still awesome.
Yeah, it sounded something like that.
Be cool to see his different swords and how the heating up effect looks on each one.
I love the way it looks like he is using his opponent as an anvil.

Congrats on using diverse-raced voiced actors.
So his Ultra needs to be fixed where it doesn’t count as two different combos. Otherwise, he’s an all-round amazing character. His theme though, I’ll wait for a clearer, longer version to make up my mind. Knowing my breaking ability, I’m gonna get hit by quite a few 70-80% combos. 
Spinal doesn’t have resurrection powers though.
