From a previous thread, I believe Keits is a fan of limiting the full resource using moves.

Yup, fair point, Omen can too. Still, its pretty unique! Fulgore gets meter for standing there doing nothing. The other characters don’t. If you like the way those other characters build meter better, I suggest playing as one of them. I also think you need to study how spin speed works a little longer with my notes, because a lot of things you are saying don’t add up to how things actually work in the game.

So just tossing it out there, probably need a really good arguement as to why everyone needs one.
