Uninstalling Shin Hisako so that she’s grayed out on the select screen (which is harder than I’d thought for some reason) actually allowed me to get ranked matches and friend matches normally again. If the devs are looking at this and didn’t already know, then I think this might be a good lead on fixing the bug. And for the players, here’s your workaround. This worked for both me and a friend.

That didn’t work for me. 
I uninstalled her, but she keeps coming back and won’t grey out. Why couldn’t this be a Rash glitch! 
I got two fights and then nothing.
I found that going offline until you’re past the DLC check screen helps.
