They have never, not a single time said “No eyedol” in fact they have gone to great lengths NOT to say that. They have said that he’s difficult to redesign, that he’s a little goofy, that some of the KI devs didn’t like him but NEVER have they EVER said Eyedol will never be in this game. Ever.
