Could this be a samurai character related to Hisako?

So he is indeed telling the truth. There is another character hinted. I just unlocked the dossier for it.

I’m gonna go and guess it’s a new Jago clone, like “Super Jago” or “Golden Platinum Jago” - an altered form of Jago caused by his interaction with the katana, which will glow when wielded. Just like in the original games.

I blew through the spoiler because I don’t expect to unlock all this stuff. Doesn’t look like a concrete reference to a new character. Could be a reference to Jago or even another existing character.
