You guys are really trying to find ways to fit this guy in the story…most of these reasons and scenarios are far fetched…I hope you guys get your wish but not at the cost of bad sorry telling and caving into community pressure.

I found the reason wasn’t “because he was cheap.” seeing how as nearly every boss in fighters was “cheap.” So that’s no different here.

don’t give importance to trolls who neither know the game please. they would some new idiotic stereotyped char like mira from twilight saga, khan ra from the mummy, samara from the ring or maybe an humanoid frog from some missed game of 20 years ago. in best cases, they wander confusedly about that devs should insert as the last char a copy of a char that is already in the game (eagle, the thunder bro) or some kind of fps main protagonist like joanna dark, an abandoned old rare brand from about 15 years ago, and just cause their logic makes them think that every new char is a woman if the previous was a man, and vice versa LOL XD it’s quite established that they do not know what they say 
simply they would turn ki a generic modern s*tty brand, making lose its identity, filling it with anonymous chars. you know, the major hype along all seasons of ki was all concentrated around the old chars return, while the brand new ones generally suck despite they woud be indispensable to make a fighting game with a decent roster in terms of number of combatants. but no one true fan really cares about new chars, believe me, as i said, the 95% of discussions was, and is, about redesign of old chars and stages, or about ultimates and story expansion on the base of the first 2 ki.
devs know that and they will make eyedol

Introducing Eyedol doesn’t need to be complex, the guy is trapped WITH Gargos in the shadow realm. That’s enough motivation right there, FREEDOM.
Aria bargaining that for Gargos’ head really isn’t any different from his original story. If you want to be technical he wasn’t the boss in the original KI, storywise he was ultratech’s ace in the hole if Fulgore got his ■■■ kicked.
You talk about forced and out of nowhere when we have a mummy and war golem who’s only involvement in the story line resulted by ultra tech’s meddling, a ghost who only ended up here because, you guessed it, ultratech’s meddling. Hell Aria tricked Kan Ra into opening the portal, you think she wouldn’t take the opportunity to manipulate Gargos’ rival?

Eyedol can be the “pinnacle response” to look at the portal in S2 ending. Cmon Utratechs secret weapon the “Eyedol Brute” makes perfect sense to me.

Ultratech doesn’t need eyedol. Seeing as how he failed before…
All in all I really want him xD I have beaten him multiple times back in the day (it was on easy or normal I don’t remember) Having him actually playable.. Yes but I doubt they would make a community fund for him. If he is not in S3 he will be in S4. They have other worries/ideas for Community funds.
Before doesn’t exist. This is a new game.
