Trying to purchase Eagle errors out on PC?

Hi, I’m trying to buy Eagle on PC, but it errors out with this message:

I have all the bundles except the Definitive Edition.
Steps I’ve tried:

  • Reinstalling the game
  • Deleted the w10 cache
  • Reinstalled the game on Xbox One in order to buy him there and sync over. He was already unlocked? If he’s unlocked on XBO shouldn’t he be on PC as well?

Any help appreciated.
