Aww no Kamen Rider love? I believe this can be interesting. Eagle is a possibility with Fulgore stuff but a new character and instinct makes him transform into a rank up mode or something would be cool.

He can be normal, but tranform on the instict… Or be full power as default form without instinct..
I say henshin in the intro and then in instinct,he gains a power up. I haven’t watched metal hero but I have Super Sentai and Kamen Rider experiance so Survive form in Ryuki for example can be instinct.

Yeah have him start transformed and have his instinct be the classic cliche mid season upgrade all of them get, usually a weapon or a armor upgrade. It would be neat if he had an ultimate that is based on a rider kick or the ultimate weapon rangers sometimes use.
