You mean the unlockable mimic color skin? Yeah, but not until the Shadow Lords mode releases on the 20th this month.

the normal tan shago color is only unlockable if you were one of the backers when Shago was being made into a real boy.
Your numbers are a little high. People who own the Limited Edition Shago figure got Color 10, and they as well as owners of the Standard Shago figure got Color 11.
This is irrelevant to future Accessory/Skin unlocks for Shago.
