I remember playing this game years ago, just for the sake of curiosity. Cool concept, but the controls were absolute garbage. It had a few ideas that I liked, but boy oh boy what a mess! I liked the visuals of the first game along with the music, but the problem with that game was that it was essentially a nice-looking car with no engine. Very nice to look at, but no fighting game mechanics at all aside from the most extremely basic consisting of punch, block and jump. The sequel has more characters and moves, but it was a slightly less nice-looking car with a crap engine.
That being said, I wouldn’t mind a remake of “Rise” that does a better job some day; a robot fighting game is a cool idea imo.
