So you’ve been able to get all the characters unlocked, or still just Season 3?
still just season 3 the ultra edition just has a green checkmark now the only ones im missing are the definitive and the season 1 and 2 dlc

My guess would be the summer sale. I recommend adding it to your Steam Wishlist so you’ll get a notification when it goes on sale.
