Okay after much research I found a fix for Xbox One but not PC and now I have figured out the reason why. On the Xbox One to get all of your characters go to My games & apps ->hit menu on Killer Instinct->Manage Game->See in Store->Show All on addons. Then you will see purchased on each character now just download each one and problem fixed on the Xbox One. I believe the issue for the PC is that Microsoft failed to make this DLC work on PC. I looked at all of my purchases and definitely see purchased but that they’re not compatible with PC. So until they make these compatible with PC, people will suffer, as have I.
