SAG-AFTRA has just revealed/released two lists of unannounced game titles during their voice acting strike:

Now why exactly are the video game voice actors receiving poor pay since the video game industry happens to be, after all, a MULTI-BILLION dollar industry and their pay/paychecks SHOULD BE rather really good, right?

Part of the low pay is the second union. I would bet that if it ended in the word actor instead of artist, then there would not be a money problem.
There are a few minority voice actors that get paid big time from the industry but the sad reality is there are many more at the bottom who are paid next to nothing since gaming corporations can’t pass enough around to recoup their loses from the money and time invested in a game they develop.
Well that makes plenty of sense and go figure too 
At the same time does it depend on certain factors especially for the voice actors THEMSELVES?
Yes. Keep in mind that most voice actors don’t have ongoing work so they usually have another job on the side.
