Kilgore in shadow lords

I know the quest is “hot lead.” but for whatever reason it isn’t spawn after dozens of attempts.
things I did:
unlock everyone except kilgore.
beat up countless kilgore mimics
completed kilgores origin in the dossier
beat gargos several times
beat the forbidden lab with aria on security level 3 several times, with aria pressing a button on the figure, nothing happening, then declaring it a failure and walking off.

is there something i need? do i need a specific team makeup? do i need to do it a second time with someone other than aria?

Do a run with an all UltraTech team and it will spawn.
