I thought canceling while in instinct took small chunks of it? Or does that not apply to shadow moves canceled into themselves/specials?

No why would it do that his instinct is only special cancels why would he loose more instinct for using his instinct

So canceling shadows into themselves or canceling shadow moves into speicla doesn’t drain his instinct while using it?

Well he drains instinct while canceling a special into a special but not shadow moves for whatever reason.

He loses Instinct if you cancel a Shadow move but he doesnt lose Instinct if he cancels a Special into a Shadow because he can do that out of Instinct anyways.

I tried it in training (without infinite instinct obviously) and the bar was just going down normally, no matter how many times I mashed shadow into special.

As @DraconianMith said, Tusk (and many characters) can cancel special moves into shadow moves normally. Tusk’s Insinct mode allows him to cancel special moves into special moves at the cost of Instinct meter.

It goes like this:
Normal into special - Does not need Instinct, does not drain meter
Sword Normal (MP, HP) into special - Needs Instinct, does not drain meter
Special into special - Needs Instinct, drains meter
Special into Shadow - Does not need Instinct, does not drain meter
Shadow into special - Needs Instinct, drains meter
Shadow into Shadow - Does not need Instinct, does not drain meter
