I turned my Xbox One off and back on, then load the game and it popped up saying it needed updated.

I dont want to be that guy but you might have to try the old “turn it off and on again” to your PC, see if that helps.
I just tried signing out of my account and that made the Free+ button light up, and upon clicking it and signing back in, we have a download started.
Whew, I was just about to get the rope.
