How is the RNG compared to Xeno 1? Are Ultimate Finishes worth anything now?

IIRC, the RNG was taken out so getting ultimate finishes are more streamlined.

I wanna farm for Dragon balls but parallel quest number 4 is locked for some reason. Anybody know how to unlock it? Thereā€™s so much to do itā€™s almost overwhelming lol I just finished the beerus part of the story so thatā€™s where Iā€™m at lol

Try looking around the hub world and asking some NPCs. Thatā€™s how it worked in XV1.
