I believe they said it was coming before Christmas, but I could be remembering it wrong. Is there any update on when the 3.6 patch might be dropping @developers ?

Not sure here but the updates i’ve downloaded in the past have all been released on a monday-tuesday, so if before x-mas, it could just be around the corner.
Thunder’s new costume is coming out on the 21st (I believe) so I would assume that’s patch day.

The skins and costumes are alright, some nice new features added to characters, but the new idea where 50% of a persons potential damage stays makes it complete crap for some characters and it’s horrible.

If you want to share your feedback with the developers, that would be the place to do it. However, you probably need to phrase things a bit more constructively if you want people to take your opinion to heart.
