Error code on 3 characters I own

So I own shin hisako, kilgore and Eagle according to the game and to my microsoft account.

But when I try to use them, they’re grayed out in the character select and show as “available” in the in-game* store. I tried to “install” them but it says they have no compatible devices to install to. This of course strikes me as odd because everything else installed just fine.

For reference, the error code was 0x80070490

Giving this a bump so it doesn’t get lost in the sea of posts. No disrespect or rulebreaking meant, just trying to get things sorted.
