I own Killer Instinct Definitive Edition on Xbox and I have all the characters included, but when I moved to the Windows 10 edition it said I don’t own Definitive edition. So I went back to Xbox and it said I didn’t have any of the characters. So I did some research and found out if you sign out and sign back in on Xbox everything comes back. Sadly this does not work on PC and I don’t know how to get any of the Definitive edition content on PC.
